I seem to remember someone posting a link to the earth map regarding public event times, since then I came across this nice site which lists the various public events for each region as well as a count down to up and coming ones.

Since the new patch the aforementioned website is having trouble giving times for the events.

They are asking for help with timings, so if you come across a public event while playing, let them know, they are gathering data to restart the site
